Communist Political Developments: Cambodian
chief of state Prince Sihanouk announced on 3 Novem-
ber that he will hold a "summit meeting" in Phnom Penh
in a "few" weeks with North Vietnamese Premier Pham
Van Dong and Liberation Front chief Nguyen Uuu Thp,,.
Sihanouk made no mentio of ossible substantive
discussions at such a meeting
Vietnamese Communist participation in the meeting
is probably based on the belief that they can easily turn
it to their political advantage by portraying it as the
Indochinese people's response to the Manila Conference.
Meanwhile, the Liberation Front's drive for for-
eign recognition has taken another step forward.
Albania has agreed to the establishment of per-
manent Front representation according to a 2 November
Tirana radio announcement. With the establishment
of this office, the Front now has representatives in all
the bloc countries except Mongolia and North Vietnam,
as well as in several free world nations.

North Vietnamese Military Developments: For
the second day in succession, North Vietnamese MIG-21
fighters attempted unsuccessfully to shoot down a USAF
RB-66 electronics reconnaissance aircraft in the vicinity
of Yen Bai. The attacking planes were driven off by
three F-4Cs providing escort for the RB-66, with no
aircraft being shot down by either side.
The attacks on the RB- 66 on 2 and 3 November
indicate a determined effort by the North Vietnamese
to deny US strike aircraft the electronic warning. and
countermeasure support provided by these planes,. which
regularly patrol in the Yen Bai area. Map)

*Guatemala: President Mendez has moved against
rightist elements who have been challenging his govern-
ment.
Following the announcement of the state of seige
yesterday, many of the leaders of the right-wing Na-
tional Liberation Movement (MLN) were arrested. MLN
leaders have recently been plotting Mendez' overthrow;
they have also established quasi-vigilante anti-Commu-
nist action groups.
The text of yesterday's decree implied that extrem-
ist elements of the right and left were acting outside the
law. Even so, there is a possibility that conservatives
and rightists will disapprove of the arrests. Feeling that
Mendez is misdirecting his efforts against the right rather
than the left--which has again increased its terrorist
activity-- some rightist and military factions may move to
oust him.

NOTES
India: Student agitation over a multitude of local
grievances has resulted in potentially serious new prob-
lems for the government. In recent weeks, government
property has been attacked in numerous parts of the coun-
try. Unrest is most serious in the southern state of
Andhra Pradesh, where army troops have been sent to
help restore order. Opposition political parties, with an
eye on the February 1967 general elections, appear to be
inciting the students in an effort to force the government
to adopt increasingly repressive measures.

Dominican Republic: Right-wing groups are step-
ping up their pressure on President Balaguer to take
authoritarian measures against his opposition. 25X1
urging the President to act decisively to counter 25X1
recent gains by the militant left in the Dominican Revo-
lutionary Party (PRD). This development reflects the
current worsening of relations between the government
and the PRD, which if unchecked will threaten the gov-
ernment's stability
