Although Tour6, in his Army Day speech yesterday, , referred only briefly to the detention in Accra of Guinea's OAU delegation, he clearly remains preoccupied with the problem. Moreover, he seems increasingly prompted by feelings of humiliation and frustration. In this frame of mind, he might follow through on his 30 October threat to take formal reprisals against the US if it does not act to bring about the delegation's release. He pointedly drew attention to the threat both publicly and privately yesterday. Ambassador McIlvaine believes such reprisals could come soon and might involve his expulsion or even a diplomatic rupture. He has been officially in- formed that Tourd wished him to act urgently and would expect a "reply" by today. The Ghanaian delegation attending the OAU meet- ing in Addis Ababa has encountered sharp criticism and little positive support for its gover=ent's seizure of the Guineans. So far, however, Accra has given no indication that it is ready to modify its insistence on an immediate reciprocal release of Ghanaian nationals whom it claims--and Conakry denies--are being held in Guinea against their will. This brings to 4 million tons the grain purchased by China for de- livery during the year ending 30 June 1967. In view of China's mediocre crop this year, purchases may exceed the 6.3 million tons imported in 1965-66. Negotiations for at least 900,000 tons are due to get under way soon under a long-term agreement with 25X1 Canada.
