The Military Situation in South Vietnam: MACV
has accepted another North Vietnamese Army (PAVN)
regiment--the 812th--in South Vietnam.
The 812th Regiment of the 324th Division has a
strength of 1,500 men and was last located in an area
about 20 miles west of Quang Tri City. It is the six-
teenth confirmed PAVN regiment to date in South
Vietnam. Two other infantry regiments of the 324th
Division--the 90th and 803rd--are reported in South
Vietnam in the same general area as the 812th.
Total confirmed PAVN strength in South Vietnam
now stands at slightly less than 35,000 men. In ad-
dition, there are another 4,500 men in the probable or
possible categories.
Political Developments in South Vietnam: Moderate
Buddhist Institute chairman Tam Chau, in line with
earlier indications, yesterday announced his intention
to withdraw from active participation in Institute affairs
until after the elections for a constitutional convention
in September. However, Chau reportedly informed the
Institute council that he planned to remain as chairman
and to retain his veto power over official Institute pro-
nouncements.
Tam Chau's action clearly signifies the dominant
influence of the militant Buddhists within the Institute,
and will probably postpone any settlement of differences
existing between the Buddhist Institute and the govern-
ment.

In view of their implacable opposition to the Ky
government, the militants may soon begin to press
vigorously for a public boycott of the September
elections. However, thus far there have been no
firm indications of any extensive efforts by the
militants in this direction. The Institute itself has
remained silent on the question of elections, although
its militant deputy chairman has been cooperating
with an apparently ineffectual coalition of religious
and political splinter groups which has been critical
of the government and the elections.
Military Developments in North Vietnam: Recent
drone photography has revealed that additional MIG-21
Fishbed fighters have been delivered to North Vietnam

India: Leftist efforts to discredit the Gandhi gov-
ernment between now and general elections in February
1967 may result in new violence.
Both the pro-Pekifig and pro-Moscow wings of the
Communist Party of India (CPI) and their left-wing allies
are reported ready to take advantage of the popular agi-
tation that traditionally plagues Indian governments
during the late summer and early fall. This year, food
shortages and anticipated price increases during the next
few weeks will give the Communists additional causes
to support.
Police efforts to quell a demonstration on 12 July
in north-central India, which occurred during a leftist-
sponsored general strike protesting economic policies,
resulted in several deaths and scores of injuries.
Recently, the leftists have launched protest marches
and demonstrations in most major Indian cities against
US policies in Vietnam. These moves appear in part to
be an attempt to picture the ruling Congress Party as
subservient to Washington. Thus far, most of the dem-
onstrations have been orderly but new and possibly
larger demonstrations are scheduled for 20 July by
both factions of the CPI.
In Calcutta, where the Communists can usually
muster large crowds, the demonstrations on the 20th
could result in mob violence and clashes with security
forces. The police in Calcutta are mobilizing reserves
and are prepared to take whatever steps are necessary
to maintain order. Last April, two weeks of leftist-
inspired rioting in the Calcutta area resulted in 37
deaths. I
