Iraq: The selection of acting chief of ztate Ma-
jor General Abdul-Rahman Muhammad Arif to succeed
his late brother as president has at least temporarily
averted a showdown between the several contending
factions.
The new president, chosen at a meeting of the
cabinet and National Defense Council, has little per-
sonal following, and the prospect for stability seems
questionable. His chief opponent within the regime,
the vigorous and ambitious minister of defense, Gen-
eral Uqayli, apparently withdrew from contention, but
will probably continue to maneuver behind the scenes.
The retention of Bazzaz as premier suggests that
the policies of the previous regime will probably be
continued. These include the maintenance of a close
relationship with Nasir and a modified socialist domes-
tic policy.
*Despite a Kurdish rebel announcement on 17 April

of a month-long ceasefire, the government probably
will continue its military campaign against the Kurds.
