for the complete suppression of the PKI.

tary expects to eliminate the PKI in the Djakarta area
by the end of the year, in the PKI strongholds of East
and Central Java and North Sumatra by the end of
March, and in the remainder of Indonesia by the end
of June 1966. Indonesian plans have a tendency to
bog down in execution, but army authorities are re-
ported to be confident to the point of cockiness about
their successes thus far in suppressing the Com-
munists.
At a press conference yesterday Foreign Min-
ister Subandrio called for talks between Indonesia,
Singapore, and the component territories of the "Brit-
ish Malaysia project" in order to change Djakarta's
confrontation policy. Although this represents the
first Indonesian call for a settlement in over a year,
Subandrio's proposal appears to be little more than
a propaganda gesture, since Djakarta remains un-
willing to recognize the integrity of the Malaysian
Federation. In the same statement he called for mil-
itary operations to continue.

USSR: A new political balance in the Soviet
leadership seems to be taking shape as a result of
the shifts announced in Moscow yesterday.
Present indications are that these moves, as
well as others made earlier in the week, were en-
gineered by Brezhnev rather than against his in-
terests.
The loss by party secretary Shelepin of his base
of operations in the government has left his position
ambiguous, but there are indications that he may at
the same time have gained relatively in strength in
the party. With his appointment to replace Mikoyan
as titular chief of state, Party Secretary and Presid-
ium member Podgorny, once a top candidate for
Brezhnev's position, has been kicked upstairs. He
will probably in due course be dropped from the Sec-
retariat. If rumors in Moscow that Shelepin will take
on Podgorny's responsibilities on that body are borne
out, Shelepin's position in the leadership will have been
substantially enhanced. Kosygin's position as head of
government is not affected.
Mikoyan's retirement has been rumored for many
months. In view of his age and long service, honorable
retirement probably offered him an attractive course,
but it is possible that his resignation was not entirely j
voluntary. Although he remains at least for now on the
Presidium of both the party and the Supreme Soviet, he
clearly has withdrawn from the front line. His influence,
which has been over the years by and large a moderating
one, is likel now to count for far less in the highest 25)
councils.

NOTES
*Rhodesia: here are no apparent breaks in the
ranks of the white minority, although economic sanc-
tions are beginning to be felt. Commercial establish-
ments in Rhodesia are beginning to feel the squeeze,
and several of the largest stores are taking steps to
reduce staffs. US Consulate officials, however, believe
that even with continued vigorous application of the
sanctions, it is still a moot point if sufficient pressure
can be generated to force Smith to seek an "arrange-
ment" with the UK.
