The army has intervened to prevent Subandrio's imminent departure for Algiers to attend the upcoming Afro-Asian foreign ministers' meeting. President Sukarno reportedly now is convinced that Subandrio, who is said to be under virtual detention, must be removed from office. [Defense Minister Nasution has been boycotting governmental meetings attended by Subandrio The actual removal of Subandrio would mark a major victory for the army. General Nasution, in a speech over Radio Djakarta yesterday, for the first time publicly listed actions which the army has pressed Sukarno to take. The most outstanding of these were the proscription of the Communist Party (PKI) and the "regulation" of Subandrio's Central Intelligence Bureau. The US Embassy in Djakarta considers this ".a heartening sign of a strengthening army stand. " The East Java military command has suspended the PKI and its affiliates. PKI activities have now been outlawed in all of Java and the Celebes and sev- eral other provinces. Sukarno has postponed a decision on whether to leave Indonesia soon. The decision probably depends on whether or not the Algiers Afro-Asian summit conference is held on schedule beginning 5 November. UN Secretary General Thant's proposal to send a personal military representative to India and Pakistan to discuss plans for troop withdrawal has been accepted by Karachi but has not yet been an- swered by New Delhi. The Indians boycotted yester- day's special UN Security Council meeting, held at Pakistan's request, charging the Pakistanis with using S the forum for propaganda purposes and labeling the 25X1: meeting "another act of weakness on the Part of the Yugoslavia: Rumors which have been circulating that Tito is seriously ill are apparently unfounded. Tito appeared publicly in Zagreb on 22 October.
