policy carries forward the harsh anti-US barrage of
recent weeks.
Brezhnev used the occasion of a 27 August Kremlin
dinner in honor of Nasir to condemn alleged attempts to
starve the North Vietnamese into submission. He
described President Johnson. as asserting with satis-
faction that the destruction of schools, hospitals, and
the irrigation network in the DRV is "in accord with
the planned objective. " Nasir, on the other hand,
referred only briefly to "flagrant aggression" in Vietnam.
There are also indications of Moscow's apparent
reluctance, as the situation in Vietnam intensifies, to
increase or even continue the present level of Soviet-US
exchange programs. Upon receiving the President's
recent invitation to send a Soviet observer to watch the
launching of Gemini 6, for example, a Russian Foreign
Ministry official offered his "personal" view that "this
is not the best time" for such courtesies.
The Soviet charge that a guide at a US exhibit in the
USSR was a wartime spy for the Nazis may be intended
to put the blame on Washington for any drop in US-Soviet
programs. A 27 August Jzvestia article attacked US
intentions in sending "suc. c aracters" to the USSR, and 25X1
asked, "What cultural exc; ange between countries can
types like this promote?"

South Korea: [The Pak government has detained
eighf-retired general officers in another move to crush
opposition to the establishment of relations with Japanj.
(The US Embassy in Seoul has been informed that
these officers were summoned on 28 August for ques-
tioning and are not yet under formal arrest. They are
ostensibly being held for "'extreme criticism of the
government, 11 [
Lone of the generals, Kim Hong-il, is a leader of
the National Council to Sodeguard the Fatherland, which
is composed of retired geiraeral officers, clergymen,
professors, and students.
The government probably believes that muzzling
these prominent critics will discourage others who are
inclined to undertake opposition activities. As retired
officers, these generals have no troops under their
command but they may still have ties with present troop
commanders. However, Pak appears still to have the
support of the armed forces3
(Although firm government measures have brought
a lull in student demonstrations, campus leaders are
reportedly planning further rallies for the first week in
September.

Kashmir: Indian forces have made another
incursion across the cease-fire line.
In an attempt to destroy a group of potential
infiltrators located in the area between Uri and
Poonch, the Indians crossed the line on 28 August
near Uri. India may intend to try to modify the
cease-fire line to eliminate the salient into Indian
territory between these two points.
UN Secretary General Thant is not now planning
to publish his long-awaited report on the Kashmir
situation. A UN spokesman says that no further
announcement on UN action will be made until the talks
in New York wit 25X1
are concluded.

Greece: Tsirimokos' failure to win a vote of
confidence on 28 August leaves the King again facing
disagreeable choices.
Papandreou continues to demand new elections
as the only solution to the crisis. However, he has
proposed delaying elections until 15 November "if the
King finds it indispensable" and if the major opposition
party, the National Radical Union (ERE) party, agrees.
He suggested a "service" government be formed to
lead the country to elections.
Elections would result in lines being drawn
between the right and left extremes, with the monarchy
itself a major issue.
Another possible constitutional solution would be
formation of a "national government" of all four par-
liamentary parties, without elections. This, however.,,
would probably not be accepted by Papandreou and his
parliamentary supporters.
The King has not ruled out some form of non-
constitutional military solution to prevent a threat to
his position.

no surprises and were confined largely to anti-Communist
statements and adulation of Imbert?s regime. According
to a source the US Embassy describes as reliable,
Imbert met with the military service chiefs following

lution proposed by the OAS Committee. The officers
present also agreed to accept the act. Imbert said,
however, that he would need time to "prepare the people"
