Syria-Egypt: Another full-scale propaganda war
has broken out between the Syrian Baathist regime
and Egypt.
Syrian and Egyptian leaders had agreed at the
first Arab summit conference last year to a mora-
torium on their propaganda campaign against each
other in the interests of Arab unity. After the recent
abortive Arab chiefs of state meeting in Cairo, how-
ever, the Syrians launched bitter verbal attacks on
Egypt for its refusal to support Syria's militant anti-
Israel position.
The Egyptians have responded in kind, accusing
the Syrians themselves of being tools of the "Zionist-
imperialist conspiracy."

NOTES
Chile: Interior Minister Leighton has granted
permission for the Cuban Solidarity Congress, which
was banned in Uruguay, to meet in Santiago, Chile.
Foreign Minister Valdes had earlier implied to an
embassy official that permission would be denied.
If Leighton's decision was reached without coordina-
tion in the government and is allowed to stand, it will
further emphasize Chile's independent foreign policy.

*Bolivia: Military occupation of the mines is being
held up pending the outcome of negotiations aimed at
the peaceful exodus of leftist leaders at Huanuni who
are seeking asylum. Troops are still standing by,
and Co- President Ovando, who had unilaterally called
off military intervention on 24 May, reportedly now
supports Barrientos in his determination to occupy
Africa: The special meeting of foreign ministers
of the Organization of African Unity (OAU) which con-
venes tomorrow in Lagos, Nigeria, seems certain to
develop into an acrimonious wrangle between the more
radical and more conservative African regimes. The
meeting has been prompted by the declared intention
of 11 moderate French-speaking states to boycott the
annual OAU summit conference in September if it is
held in Ghana, which they accuse of supporting sub-
version against them. An open split in the OAU could
result, although the organization's chief advocates
among its 36 members may yet come up with a formula
Morocco: ling Hassan's proclamation of a state
of emergency and assumption of executive and legis-
lative powers--which constitutionally he already en-
joyed--may be a move to shock Morocco's quarreling
politicians into a more responsible frame of mind.
Hassan has been trying to replace his caretaker re-
gime, installed last August, ever since the Casablanca
riots last March. He is unwilling, however, to meet
opposition demands that he delegate authority or to
endure prolonged bickering on the part of the two
minor parties which have dominated the government
coalition.
