Ia mi i ary faction in Sofia staged an unsuc-
cess u coup against the Zhivkov regime sometime be-
tween 6 and 12 April. The Rumanian military attache
in Sofia told a US Legation officer on 12 April that the
commandant of the Sofia garrison is missing and a cen-
tral committee member has committed suicide.

Chile-USSR: The Soviet Union has offered the
Chilean Christian Democratic Party (PDC) 50 scholar-
ships for study in the USSR,
A PDC official has indicated
that the scholarships will be accepted and given to stu-
dents and other qualified party members. This first
known effort on the part of Moscow to influence the
PDC may have a marked appeal.. because of the attrac-
tion of study abroad and the PDC's interest in an "in-
dependent" Chilean posture in international relations.

Niger: An unsuccessful grenade attack yesterday
on President Diori and other high Niger officials prob-
ably was the work of the outlawed Sawaba party, an
assortment of dissidents which is based in Ghana and
receives Communist help. Last November, this group
tried to overthrow Diori by infiltrating armed bands
from Upper Volta, Nigeria, and Mali. Diori does not
have broad popular support, but he can rely on the
Ivory Coast and other moderate neighbors in his strug-
gle with the Sawaba.
