He has stated that they will be staffed by "rev- olutionary peasants," presumably including many mem- bers of the Communist-controlled Peasant Front. The Peasant Front, with a claimed membership of 8.5 million, is the Communists' largest and most active front organization. It had long advocated land reform courts as a means of proceeding against gov- ernment officials as well as landlords considered to be thwarting laws on crop sharing and land reappor- tionment. The tension recently generated in the state by Brasilia's threat to arrest Governor Mauro Borges on charges of subversion has been heightened by the theft on Saturday of some federal arms and ammuni- tion in Anapolis. Federal troops have since been sent into the state. At the same time, Borges appar- ently mobilized local police units and is said to have issued arms to his civilian supporters. The Brazilian Supreme Court is expected to rule soon on a petition by Borges asking for legal protec- tion against arrest which could precipitate a show- down. Granting of the petition could lead to efforts by "hard-line" military elements to force the govern- ment to intervene in Goias, while its rejection might impel Borges to use force to defend himself. Although serious bloodshed still appears unlikely, scattered acts of violence may occur within Goias. An open letter from General Staff chief Sunay warns that the high command "cannot re- main indifferent to abuses and belittling remarks" against the army. Sunay may wish to advise the op- position Justice Party that its choice of a new leader at the party's convention next week must be acceptable to the army.
