South Vietnam: thjew political conflicts may be
shaping up as the High National Council proceeds
with the planning for a provisional government
The council may reach a consensus on a provi-
sional chief of state, who seems likely to remain
General Minh, and thus partially meet its late Octo-
ber deadline. The council has agreed that the new
government must be primarily a civilian on7
The council's views appear to put it at odds with
Premier Khanh, who appears interested in remain-
ing premier. Differences between Khanh and General
"Big" Minh, who is charged. with directing the coun-
cil's work, might become aggravated]
[Khanh has mentioned the danger of neutralism
developing out of the council's proceedings. He cites
the presence of two members of the controversial
Hud-centered Popular Revolutionary Force and notes
they are serving at Minh's invitatio .

the beginning of a new terrorist offensive by the Com-
munist-dominated Armed Forces for National Libera-

Netherlands-Indonesia: The Hague and Djakarta
have taken further steps to normalize their relations.
Indonesia has agreed to make an advance payment of
approximately $10 million as partial compensation
for Dutch properties nationalized in the late fifties.
Discussions aimed at working out a final settlement
are due to begin later this month. The two govern-
ments have also agreed in princi le to regular meet-
ings of their foreign ministers.
