*Tanganyika- Zanzibar: Tanganyika's rapid absorp-
tion of Zanzibar appears to have limited former For-
eign Minister Babu's freedom of action.
President Nyerere has included five Zanzibaris
in the predominantly moderate cabinet of the new
United Republic of Tanganyika and Zanzibar. Of these,
only former Vice President Hanga, a pro-Soviet Marx-
ist, has received a relatively influential post, the Min-
istry of Industry, Mines and Power. Former Presi-
dent Karume is a vice president in charge of Zanzibar's
administration.
Babu is one of three ministers assisting Nyerere
in the Directorate of Planning. This will probably
oblige him to live in Dar-es-Salaam where Tanganyika's
African leaders can keep an eye on his activities.
All the former Tanganyikan ministers are in the
new cabinet, although a long-awaited governmental
reorganization has resulted in some shifts in respon-
sibility. The moderate Rashidi Kawawa remains a
vice president but assumes the defense portfolio for-
merly held by leftist Oscar Kambona. The ambitious
Kambona retains the Ministry of External Affairs.
In administrating Zanzibar the new government
faces several unresolved political issues, including
the disposition of the Soviet arms there and the future
of the foreign missions, particularly East Germany's.
Some extremist Zanzibari leaders had been led to be-
lieve that Karume was agreeing to a federation rather
than a surrender of Zanzibar's sovereignty, and they
remain strongly opposed to the union.
Babu has apparently restrained his militant, pro-
Communist lieutenants for the moment. One of them
has stated that he knew the extent of the de-
feat but that it was worth losing 300,000 people for the
sake of 10 million. He added that "one must retreat
b fore he strikes.'

Venezuela-OAS: President Raul Leoni feels that
Venezuela's protest against Cuba's subversion will
not be supported by the OAS, but has indicated that
Venezuela will not withdraw from the organization.
Leoni has told the US ambassador that the insist-
ence on unanimity by Argentina and Chile amounted
to a "kiss of death" to Venezuela's resolution condemn-
ing Cuba for shipping arms to Venezuela last fall. He
added that what he perceives to be a thaw in the cold
war is also complicating passage of the resolution.
Leoni, nevertheless, still wants to convene an
OAS foreign ministers' meeting to debate the matter.
LLeoni's position, in the ambassador's opinion,
reflects "nagging, doubts" about the possibility that
the US is shifting its policy toward Latin America.
He apparently believes that recent US actions, par-
ticularly Washington's approval of the new Brazilian
Government, are encouraging local rightists to step
up their plotting against his government
