nationalists have been especially aroused by Egyptian
propaganda urging them to oust LIS and British milatary

ther encouraged the nationalists by its handling of the
base issue. The government has sponsored a parlia-
mentary resolution which leaves the date of evacuation
of the bases as the only question open to negotiation.

ing the overthrow of the monarch

Brazil: President Goulart shows no indication of
letting up in his drive to force radical reforms through
Co.ngressr
The US Embassy reports that Goulart, for the
fix?st time, appears to be openly taking the lead in
bri aging massive outside pressure on Congress to
pass- his reform programs Thy major leftist groups
in Brazil appear to have put aside their differences
for the moment9 and have united laehi,nd Goul.artTs cam
paign for reformsm
Goulart reportedly has also criticized the present
leadership of the Social Democrats (PSD), partners
with Goulart's Brazilian Labor Party in the govex?nrxient
coalition, and intends to concentrate on obtaining the
support of the left wing PSD dissidentse
Opposition to Goulart seems to be growing, but it
is disunited over the tactics to be useda A few conm
servatve deputies are. sti11 proposing impeachment
and are for transferring the congress from Brasilia

Laosoneral Phoumi, leader of the right-wing
faction in os, i:s planning to intensify clearing oper-
ations against Communist units which have begin active
in the lowlands east of Sav~,nnakh~t in central Laos.
A mop-up drive launched earlier this month bogged
down in the face of stiff resistance i.n the area just
south of Pha Lane on Route 9. Phoumi now plans to
renew these attacks,, using bombs as well as airborne
rockets, in support of his ground troop(
