Odinga's plotting against Kenyatta is described by the US Embassy in Nairobi as having reached "alarm- ing proportions" Odinga, a Luo, is seeking to increase his influence in Kenyatta's Kikuyu tribe among ex - Mau- Mau fighters and youth groups, as well as in the Kamba tribe, which is strong in Kenya's security forces. The embassy believes Kenyatta, who is awake to Odinga's maneuvers, might emerge stronger than ever if he moves fast enough. Djakarta's ac- tion to extend "government supervision" to those en- terprises, reported by the press on 2 February, has been anticipated by the British for months but may have been accelerated by Communist activity.
