J Establishment of the Austrian route would require nego iation with the East German Government and could have an unfavor ble effect on use of air corri- dors into West Berlin. 25X1 M j Approved For R Iease 2003/03/10: CIA-RDP79T0097 A007300230001-5 25X1 j 25X1 Approved For Release 2003/03/10 : CIA-RDP79T00975AO07300230001-5 Next 4 Page(s) In Document Exempt Approved For Release 2003/03/10 : CIA-RDP79T00975AO07300230001-5 USSR-Indonesia: Indonesia's economic difficulties will not be significantly eased b any additional aid the USSR may provide at this time. (The Soviet ambassador in Djakarta told the Indian amba dor on 21 October that the USSR will step into the breach and provide economic assistance "since America has decided not to do so." He indicated that large numbers of Soviet technicians would arrive within two weeks but declined to provide further details as to the amount and type of aid involved) The Soviet Union may provide technical and other O% 0 0 25X1 25 Oct 63 DAILY BRIEF 6 assistance in marketing products that were formerly shipped through Malaysian ports. The USSR may also offer Djakarta another modest economic credit for imports on current account, and may agree to a further postponement of repayments on Indonesia's debt for past Soviet foreign assistance Russians, however, are unlikely to compen- sate for the loss of Singapore's trade and. its facilities for marketing rubber and petroleum, or for the sus- pension of about $40 million worth of financial aid from the US and IMF. The USSR has always been re- luctant to provide direct financial support, and would probably be even more reluctant now in view of its own heavy foreign exchange demands. The arrests were ordered by the three-man "emer- genc committee" headed by Minister of Defense Anany after what appeared to be increasingly successful ef- forts to halt the strike of civil servants and teachers. Pre umably the committee concluded that the con- tinue reedom of the labor leaders who had been call- ing for a new government represented a potentially greater risk than any disorders. Embassy officials, however, have felt that tough handling of the leaders would be the one thing which might set off disturbances. 1 ere are some 5,000 Congolese gendarmerie and army troops in the Leopoldville area. Their support of the government for a short period is likel but would probably crumble in any extended disorder Th re is already some evidence that antigovern- ment left-wing "nationalist" elements have had some success in influencing General Mobutu's supposedly elite and most loyal paracommando units) Me nwhile, "nationalist" elements, who fled to neighboring Brazzaville in early October, are using the Congo (Brazzaville) radio to incite the Leopold- ville population against the overnmenta t 63 DAILY BRIEF 9 25 O Approved For ease 2003/03/10: CIA-RDP79T00975 300230001-5 25X1 NOTES j Denmark: Prime Minister Krag's Socialist - Radical Liberal coalition government may be forced to call early elections. The economic break with Singapore and the diversion of supplies to the mil- itary will cause dislocation and hardship in varying de- grees throughout the islands. The severity of the pun- ishment decreed is a sharp departure from Indonesia's heretofore generally mild authoritarianism. 25 Oct 63 DAILY BRIEF Approved For Re 25X1 25X1 25X1 Approved For THE PRESIDENT The Vice President Executive Offices of the White House Special Counsel to the President The Special Assistant for National Security Affairs The Scientific Adviser to the President The Director of the Budget The Director, National Aeronautics and Space Administration The Department of State The Secretary of State The Under Secretary of State The Under Secretary of State for Political Affairs The Deputy Under Secretary of State for Political Affairs The Counselor and Chairman of the Policy Planning Council The Director of Intelligence and Research The Treasury Department The Secretary of the Treasury The Under Secretary of the Treasury The Department of Defense The Secretary of Defense The Deputy Secretary of Defense The Secretary of the Army The Secretary of the Navy The Secretary of the Air Force The Assistant Secretary of Defense (Internationul Security Affairs) The Assistant Secretary of Defense The Chairman, The Joint Chiefs of Staff Chief of Naval Operations, United States Navy Chief of Staff, United States Air Force Chief of Staff, United States Army Commandant, United States Marine Corps U.S. Rep., Military Committee and Standing Group, NATO Supreme Allied Commander, Europe Commander in Chief, Pacific Commander in Chief, Atlantic The Director, Defense Intelligence Agency The Director, The Joint Staff The Director for Intelligence, The Joint Staff The Assistant Chief of Staff for Intelligence, Department of Army The Director of Naval Intelligence, Department of Navy The Assistant Chief of Staff, Intelligence, Department of the Air Force The Department of Justice The Attorney General The Federal Bureau of Investigation The Director The Atomic Energy Commission The Chairman The National Security Agency The Director The United States Information Agency The Director The National Indications Center The Director Approved For 25X1
