between Syrian army units which are aligning them-
selves with the opposing Baathist and Nasirist po-
litical groups.

USSR: Mars 1, launched from Tyuratam on 1
November 62 and expected to reach the vicinity
of Mars on 19 June, probably will not accomplish
all of its announced mission~l
Included in the probe's announced mission is an
attempt to photograph the planet and to transmit the
pictures back to earth. 25X1
Mars 1 would come no
closer to Mars than 200,000 km. (105,800 n.m.) and
that an attempt to correct the trajectory to bring it
closer to Mars had failed. Photographs taken from
such a distance would at best be of marginal scien-
tific value
here also is an indication that Mars 1 is not
communicating satisfactorily. There has been no
announcement of communications with Mars 1 since
a contact was reported during the week of 17-25

Indonesia- Malaysia: The Indonesian Government
remains determined to use any means to block the
formation of the Malaysia federation, even though it
has agreed to discuss the issue with Malaya and the
Philippines at a meeting of foreign ministers in Ma-
nila, probably beginning 24 May.
Indonesia's objective at the talks is to secure a
postponement of the formation of Malaysia, now
scheduled for 31 August, or at least to make it ap-
pear that Malaysia's principal promoter, Malayan
Prime Minister Rahman, is the intransigent party.
Rahman has. said publicly that he would not even
consider postponement.

/Andonesian Deputy Foreign Minister Suwito re-
cen y stated that if Malaya will not "cooperate" with
Indonesia, Djakarta "would have to settle the matter
in its own way' Sukarno is reported to have given
orders in mi April to increase Indonesia's military
support for anti- Malaysia groups in the Borneo ter-
ritories. At the same time, he intends to maintain
an outward pose of using only peaceful means at
least until after the foreign ministers' meeting.
The Philippines has collaborated with Indonesia
in diplomatic and propaganda activity against Malay-
sia, but Manila has stopped short of using covert
military action.

Per, u: Peru is unhappy with the sponsorship of
the denuclearization pact for Latin America recently
proposed by Mexico and will not support it unless
stringent conditions are met.
A Peruvian Foreign Ministry spokesman said
Peru would insist that all Latin American nations,
including Cuba, be parties to the agreement, and
that the agreement provide for adequate inspection
and verification procedures. Peru is consulting
with Argentina, Colombia, and Uruguay inan effort
to arrive at a common position.
Brazil is co-sponsoring the proposal, and Bo-
livia, Chile, and Ecuador have endorsed it. The
Peruvian spokesman pointed out to the US Embassy
at Lima that all except Ecuador maintain diplomatic
relations with Cuba, and that there are powerful
leftist parties in. all five nations. He speculated that
the proposal may have strong neutralist undertones
and could have been inspired partly by domestic
political considerations in the sponsoring countries.
He said the Peruvian Government "could not under-
stand" why it was not consulted before the proposal

Malagasy Republic - USSR- President Tsiranana,
anxious to counter charges by the Communist-domi-
nated opposition party that he is controlled by Paris,
has publicly reversed his stand against permitting
relations with Communist bloc countries. Although
Tsiranana told a visiting 10-member Soviet tourist
group that diplomatic relations with the USSR "will
come," he probably will temporize on this point
while countenancing limited cultural and trade ex-

*Colombia: Security authorities are making prep-
arations to prevent disorders on 10 May during a
rally in Bogota of the followers of former dictator
Rojas Pinilla. The rally has been authorized by the
Mayor of Bogota, and senior security officials. esti-
mate that it may attract as many as 30,000 people.
They are apprehensive that Colombian Communists
may seize the opportunity to make trouble, and see
a remote possibility that the Communists may even
attempt to assassinate Rojas in order to embarrass
the government in the presence of the American
labor ministers currently meeting in Bogota.
