The present offer was first made last September and apparently is for economic rather than military as- sistance. Indonesia has drawn only about $45 mil- lion of the $368-million credits for economic assist- ance already extended by the USSR A Soviet economic mission is due in Djakarta late'r-this month. They agreed to explore a political settlement involving the delineation of an international boundary in Kashmir. They also agreed that disengagement of Pakistani and Indian forces in the Kashmir region would be an essential part of any settlemen Ho ever, the statement also outlines the differ- ing views of the two sides on the principles to be ap- plied in determining where a new boundary in Kashmir might run. Tshombe's statements have continued to re- flect suspicion of the central government, however, and there is still some possibility of last-minute hitches or of sabotage of mining and power installa- tions in the Kolwezi area. As recently as 19 Jan- uary minor clashes were being reported as UN troops continued their probing activity on the Elisa- bethville-Kolwezi route. Leopoldville troops moving southward in north- eastern Katanga have been running into opposition from Katangan forces and have inspired panic among civilians in Baudouinville, a small town on Lake Tan- ganyika.
