The initial move in the eastern sector will put Chinese forces in new defensive positions only five or ten miles north of the line they now hold. In the Ladakh area, the Chinese are pulling back an unspec- ified distance from eight outposts. The Defense Ministry statement repeated Peiping's earlier charges of "provocative" Indian military ac- tivity and conveyed an implicit warning that the speed and extent of Chinese withdrawal could be governed by New Delhi's willingness to go along with Peiping's terms. This point was underscored in Chou En-lai's let- ter to Nehru, which Peiping broadcast on the same day. Although he stated that the cease-fire and withdrawal are not conditional on a "simultaneous" pull-back by India,, Chou exhorted New Delhi to take "corresponding measures in good time," emphasizing that if India re- fused to cooperate even the cease-fire might collapse. Khrushchev apparently plans to brand such offi- cials as Stalinists. He is reliably reported to have had two recent meetings with Soviet writers and edi- tors in which he urged the publication of more works dealing with the abuses of the Stalin period. In the second meeting- -sometime last month--he is quoted as saying that after his death there would be some officials who would try to restore Stalin's image, "but I will destroy them so that there will be nothing to bring back and no one to bring him back to." These conversations took place at a time when de-Stalinization themes were being intensified in the Soviet press. President Sukarno apparently approves of the plan-Mg-a means of continuing to balance the nation's two major power factors--the army and the Com- munist Party, F- The army has had a relatively small program of army hopes these activities will undercut the Communists at the village level-?.--where they have long been concentrating their efforts. 1 rural economic development, limited largely to West Java, under way for about two years.
