Although the British delegation last week accepted an EEC com- mitment to negotiate "special arrangements" on such products if no world-wide commodity agreements have been reached by 1970, London is still seeking more tangible assurances for the Commonwealth. Brit- ain remains particularly opposed to the gradual elim- ination by 1970 of the tariff preferences it grants to Commonwealth farmers. It wants the EEC to spell out its proposed declaration of intent to keep_i#rm prices at a "reasonable" level within the EECI/ n the opinion of Ambassador Butterworth, the possibility of a "standoff" when the talks resume to- morrow cannot be ruled out. Lisbon's move, re- portedly ordered by Salazar himself, has given am- munition to Overseas Minister Moreira's detractors, such as former Defense Minister Santos Costa, who, like Moreira, is reported to be ambitious to replace Salazar. Governor General Deslandes has publicly accepted Lisbon's annulment of his decree but contin- ues to claim that the establishment of a university lies within his competence as supreme commander of "the largest part of the national territory and the most important nucleus of Portuguese armed forces." The government's action on 23 July permitting a university to be established in Angola, but only under strict control from Lisbon, appears to have averted a crisis in Angola for the time being.
