SUBJECT, Significance of the Election of Ibanez as President
of Chile
The Chilean Congress is virtually certain on 21, October
to select Carlos Ibanez as President of Chileb
20 A hostile Congress will probably prevent Ibanez from
making immediate radical changes in Chilean domestic or foreign
30 Ibanez would have little to gain from an attempt to
assume dictatorial powers in view of the excellent Chance that
his supporters will gain control of Congress lathe /March 1953
elections.
40 In order to divert public attention from swiftly rising
prices and WOOMMic dislocations, Ibanez will continue between
now and March to advocate,
ito greater concessions to labor and the establishment
of a Peranista..type labor confederation;
lb, further demands on US copper interests;
Cc a neutralist of "third positionw policy for Chile
in the Eapt4iest struggle;
d0 closer relations with Argentina, particularly
Latin American economic solidarity against the
"imperialistic" preesure of the great powers.
5. Even with a friendly Congress, Ihanes is not likely to
press for immediate nationalization of the copper industry* He
is likely, however, to demand abrogation of the US-Chilean
Mhtual Assistance Agreement.
