It is recommended that the following com!minication be sent to
the IAC Agenoies:
"1. Background. NIFr21Aoriginated in a request from the
Office of the Secretary of Defense to the DCI for intelligence on
Austrians security capabilities in the event of four-power troop
withdrawalo An O/NE estimate was forwarded to the Secretary in a
memorandum dated 12 November 1952, The Board recommended and the
IAC agreed that this men random should be coordinated and issued as
NIE'fl/.. Meetings were held with the IAC representatives on 13 and
20 November, The estimate was approved by the IAC on 1 December,
"2. Intelligence Gaps. No serious intelligence gaps were
enmuntered in the estimate. It would be desirable to have firmer
evidence on several points,, particularly on Communist (Werkschuts)
