This report updates the reports listed below which substantially satisfy
existing basic reporting requirements for the installation. Construction activity
and changes observed since January 1970, the date of the latest information in
the more recent report, are included under "Basic Description."
A concentrated nitric acid facility has been identified at the Tai-yuan
Chemical, Fertilizer Plant (see Figure 1). The facility was previously reported
as a probable fertilizer production area. It was completed by June 1971. There
are no visible indicators of production such as smoke or fumes at a concentrated
nitric acid facility, so it cannot be determined if the facility is operating.
The chemical fertilizer plant was not in operation in June 1970. It was
in operation on alI subsequent coverage from November 1970 to June 1971, as
indicated by smoke and vapor emanating from various production units throughout
the plant.
