The Kai-yuan Thermal Power Plant (Chemical Plant) is located in the northern
section of the city of Kai-yuan and is adjacent to the Kai-yuan Chemical Plant
A rail spur enters the irregularly shaped plant area and serves the coal
handling and storage yard. Poor-quality imagery prevents the identification of
any security measures.
Expansion for a third boiler and generator, under construction in
25X1D was completed between The second cooling tower was
complete when observed on imagery o Smoke was emanating from the 25X1D
stack on all imagery referenced.
