Briefing began with ad lib responses to Bates'
requests for views on the "resurgence of nationalism
in Bavaria" and what motivates De Gaulle.

Smith says the ABM briefing for Bates has to be "cold turkey" reflection
of the estimates; the usual "we" will not suffice, since the varying viewpoints
as represented in the footnotes must be brought out.
The gloss affixed by the Director to 11-3 for the high-priced customers
may be helpful in your rephrasing; it is a bootleg copy.
