1. Hal Saunders has relayed a request -from ti.alt Lostow for CIA's
best judgment on whether the hardening of the Arab position toward a
settlement with Israel represents a real shift in their thinking, or is
simply a bargaining tactic. If it does represent a shift, he wonders
what might have brought it about, and whether the Soviets had a hand
in it.
2. Rostow set no deadline, but the questions beg an early response.
