Approved, F -9 OCI No. 1492/66 CENTRAL INTELLIGENCE AGENCY Office of Current Intelligence 26 May 1966 INTELLIGENCE MEMORANDUM The Situation in South Vietnam (As of P.M. EDT) Hue 1. According to press reports a battalion of 500 government troops arrived in Hue shortly after 9:00 P.M. (Vietnam time). The unit presumably is the pro-Government battalion ordered into the city by General Nhuan and under the command of Colonel Khoa, the province chief. The majority of the soldiers, according to the press, have been assigned to protect the US Consulate, while othere are de- tailed to the MACV compound, the Consults residence and the VOA relay station. The government troops encountered no opposition as they entered the city. 2. Prior to this move by ARVN forces, Hue University students had presented a note to the US Consul demanding a change in American policy by 5:00 P.M. on the 27th (Vietnam time). The Consul reported that he took this as a threat to attack the consulate at that time. There had been earlier reports indicating that the Consulate would come under attack during the night of 26-27 May.
