INTELLIGENCE MEMORANDUM
Situation in the Dominican Republic

1. The opposing forces in the Dominican Republic
are currently stalemated. President Garcia Godoy has,
so far, been unable to impose his will on the rival
military factions. The regular military continues
adamant in its refusal to accede to a "compromise"
solution to the impasse, F_ I
The "constitutionalist" military continues to exert
political pressure on the president but appears un-
willing to initiate any untoward actions.
2. Aside from a few scattered incidents, the
country is calm but tense. Unconfirmed press reports
state that three youths were injured in a clash with
IAPF forces in the capital. Another report states
one person was killed by a bullet fired, apparently
accidentally, by a policeman. Military and police
forces remain united. They are in q state of in-
creased watchfulness and have reinforced defenses
at roads and bridges in the capital and interior points.
3. As of 8:00 PM, Radio Pueblo, a small com-
mercial station in Santo Domingo, was the only Domin-
ican station on the air. Earlier in the day, Radio
Santo Domingo--under control of the military--left
the air for unspecified "technical reasons." At
3:30, Radio San Isidro--the military's radio station
--went off the air suddenly. No explanation is avail-
able for this situation.
