The Indonesian Situation

1. Although President Sukarno shows no disposition to
meet the army's demand that the Indonesian Communist Party (PKI)
be banned, at the same time he demonstrates no ability to halt
the army's anti-Communist campaign. His speech to party leaders
at a 27 October meeting reflected his continued support for
Subandrio and a desire to return to the political pattern that
pertained prior to 1 October.
2. There is no firm information as to the responses of
the party leaders to Sukarno, but indications are that they
stood up to him and insisted on banning the PKI. Before the
meeting, Army Commander Gen. Suharto warned them that they must
press for the proscription of the PKI and against the creation
of a "new" Communist party. He said that if they did not, the
army would impose national martial law under which the parties
would have no role at all.
3. Sukarno did not appear as scheduled on 28 October to
lay a cornerstone for a "Sukarno Tower." The US Embassy comments
that his radio statement on the evening of 27 October was a
floundering and pathetic performance. He repeated ad nauseam
"as a man babbling in delirium" pleas for saving the nation and
complaints about those who had failed to follow his orders,
