The Indonesian Situation (Report #16 - As of 6:00 A.M. EDT) 1. The Indonesian cabinet met with President Sukarno at Bogor today, Foreign and local press repre- sentatives were invited which indicates that a major statement from Sukarno may be forthcoming. The US Embassy in Djakarta comments that Sukarno must restore a facade of civilian control soon to undercut the growing image that Major General Suharto.is:.-running'.the country. 2. The army leadership fears that Sukarno has decided to replace Suharto as operational army com- mander because of the hard line Suharto has taken against the Communists and their air force allies. West Java army commander, Major Gen favors suppression of the PKI, 25X1 will refuse to accept such a ecislon. 3. The US Embassy in Djakarta has a confirmed report that palace guards from Djakarta, and air force troops, are protecting Sukarno and Air Marshal Dani at the Bogor palace. Suharto's troops reportedly surround the palace and have their guns trained toward it, The US Embassy now believes that Suharti's forces are allowed access to Sukarno only for bargaining and recording his statements.
