OCI No. 2746/65 EDT) 1. After almost two days of political confusion, President Sukarno has apparently re-established his authority over the government and armed forces of Indonesia. His first public statement since the unsuccessful coup attempt of the leftist oriented "30 September Movement" has been followed by an outpouring of pledges of loyalty to him by the country's principal military and civilian leaders, including Air Force Chief Dani who earlier supported the coup. No 19yalty state- ment has yet come from Indonesian Communist. Party (PKI) leaders. 2. Sukarno reportedly will meet at Bogor, south of Djakarta, on 3 October with his top subordinates. At the meeting, Sukarno will probably assess the situation, allocate blame, and concoct an "official" explanation which can be used to strengthen his personal position. Defense Minister Nasution is not expected to attend the Bogor conference. Army Chief of Staff Rani, reportedly kidnapped, has been missing for two days. 3. The US Embassy reports that Djakarta is quiet with Sukarno's regular army forces firmly in control. Medan and Surabaj.a are also reported to be quiet. However, Sukarto's headquarters remains concerned about dissident units of Central Java's Diponegoro Division which may still control parts of that province. There has also been some shooting between Suuharto's forces and small Communist paramilitary bands near Djakarta and Bandung in West Java. Sukarno's original appeal for restoration 4.
