1. Countercoup forces under Major General
Suharto have taken the initiative from Lt. Col,
Untung's coup group and appear to have strategic
points of Djakarta under control. Sporadic gun-
fire has been reported, but no major clashes have
taken place. Forces reportedly lining up with
Suharto include the West Java Siliwangi Divi,
sion (the army's largest division), the navy, in-
cluding the marine corps, and the.polide. Suharto
also claims to have the pledged support of most
army commands, although confirmation of this is lack-
ing.
2. Of the presidential guard regiment--a prin-
cipal element in the coup--apparently only one bat-
talion has remained loyal to the.Untunng group, The
air force of Air Marshal Dani seems to continue its
support,.although it has apparently taken no effec-
tive action. The main ground force element in sup-
port of the 30 September group is the Diponegoro
Division of Central Java. Major elements of this
division under Col. Suherman are reported to be in
open revolt against Suharto,
3. The Indonesian Communist Party (PKI) has
placed itself clearly on the side of the 30 September
movement. The PKI newspaper Harian Rakjat declared
in a banner headline this morning that Untung had
"saved the President and the Republic.", This paper
also published an apparently fabricated order allegedly
signed by Sukarno placing the army under the command

of Major Gen. Pranoto, the chief of army personnel.
These actions were taken despite an announcement
by Brig. Gen. Umar, chief of the Greater Djakarta
Command that Djakarta was under a "state of War,"
and that no papers could be published without his
permission. A senior official of the Indonesian
Foreign Affairs Department stated his conviction
that the 30 September movement is a communist at-
tempt to seize power,
4. There are over 2,000 American citizens
in Indonesia. US Naval vessels have been ordered
south from the Vietnam area for evacuation purposes
if necessary.

1. The situation in Djakarta remains relatively calm and
martial law is in effect. Troops of the crack West Java
Si7,iwangi Division--pledged. to accept orders only from Sukarno
himself--are presently in control of the capital.
2.. Lt. Col. Untung and Air Marshal Dani are reported to
have fled..Djakarta.to the Semarang. area (about 150 miles east
of Djakarta) during the.night of 1-October. In this area,
elements of-the Central Java Division under Col. Suherman are
continuing their support,of the Revolutionary Council and
opposing General Suharto's authority. Subarto, however, has
apparently already sent troops from Djakarta to deal with this
situation.
3. Sukarno's health, whereabouts, and status remain un-
clear. Initially reported to be at his summer palace at Bogor,
a lack of security precautions observed in that area would
seem to indicate that he is not there. Unconfirmed press re-
ports quote Sukarno's wife, Dewi, as saying, "My husband is
safe."
4. Medan is also quiet, but rumors are spreading that the
Indonesian Communist Party (PKI) and the may are preparing for
a showdown. The US consul in Medan reports that. army officers
are planning to "clean up the PKI along with the Revolutionary
Council." The officers are seeking any information of PKI
complicity with the coup to. publicly support army action.against
the PKI. The Soviet consul-general in Medan has a plane standing
by that could be used for evacuation of Soviet citizens from
Sumatra.
5. Public reaction to the Indonesian situat ion from the
Communist world is sparse. So far, only Moscow newspapers are
reporting the story and these articles are being written from
US and- French dispatches.

1. FBIS carries a reported broadcast on Djakarta
domestic radio by President Sukarno at approximately
1430 EDT, 2 October. In the broadcast, Sukarno states
that he. is safe, well,.and carrying out the leader-
ship of the country. He summoned all military commanders
and Second Deputy-Premier Leimena to settle the "30 Sep

Sukarno provisionally
appointed General Pranoto to."discharge the daily tasks
of the army" and General Suharto to "implement restora-
tion of security." Following Sukarno's broadcast,
Suharto stated that the army leadership was now di-
rectly in the hands of .the President.. We have no con-

2. Meanwhile, Djakarta is quiet: a curfew is in
effect,-,the streets '.are deserted, and Suharno's troops
hold all strategic installations. General Nasution is
reported back in the capital at Suharto's headquarters.
(The US has offered medical treatment and transporta-
tion for Nasution's youngest daughter who was seriously
.wounded when Lt. Col. Untung's men attempted to kidnap
Nasution. on the morning of 1 October.)
.3. Thus far, there has,been no known harassment of
foreigners-..including Americana-in Indonesia.. The US
Embaissy, however, has been instructed to move out depen-
dents by commercial-means as conditions permit.
