US officials who visited Santiago Rodriguez Province in the northwestern section of the country report that the situation was quiet there yesterday. Rebel-held Radio Santo Domingo (Constitu- tional) was being heard locally and its broadcasts had, according to local military officers, been an important factor in causing agitation. Schools were open, and the capital of the province--also named Santiago Rodriguez-- appeared peaceful. According to the governor, however, there was a good deal of hunger in the area and no gasoline was available.
