Yesterday there were numerous reports and claims of violent incidents in the countryside, but none of these stories has been established as accurate and currently available information suggests that there probably have been no new disturbances during the past 24 hours. The rebel radio repeatedly claimed yesterday that there was a major uprising in the small town of Sabana Grande de Boya. When loyalist troops were rushed to the area, some 45 miles north of Santo Domingo, they found no sign of trouble. There still appears to be considerable nervous- ness among loyalist forces in the interior and the Imbert government's radio announced yesterday that large vigilante groups have been formed in the cities of Moca and San Francisco de Macoris. Citizens are being urged to assist the military and the police in hunting down and informing on rebels in these areas. Local authorities in Santiago, on the other hand, have apparently become more confident. The curfew was lifted in Santiago yesterday and controls at the check points became less stringent. In Santo Domingo yesterday, there were three reports of unprovoked attacks on US forces from rebel territory during the 24 hour period ending at 8:00 pm Approved For Release 25X1 Approved For`1Iease 2 ~E 01400050042-3 EDT last night. In another incident, five rounds were fired by US forces against a rebel who seemed to be advancing with a hand grenade. There were no casualties. Explosions and small arms firing were heard on numerous occasions inside the rebel zone, but this fire was not directed against US positions, Meanwhile, supporters of former President Balaguer are buoyed by the return of their leader from exile on Monday and are already planning the resumption of political activity. Balaguer's chief lieutenant told an officer of the US Embassy yester- day that Balaguer is now back to stay, except for a brief return trip he plans to New York to wind up his affairs there. He added that the Reformist Party intends to initiate its presidential election campaign on Balaguer's behalf as soon as a new interim govern- ment has been established. Approved For Release ~ SE GxEr
