There are more signs of division in the rebel
camp as some hard--line extremists reportedly prepare
to launch a campaign of terrorism against US troops
in the Dominican Republic.
Yesterday afternoon a group of some 150 to 200
young rebel militants demonstrated before rebel head-
quarters demanding that there be no compromise and
shouting for the departure of the "gringos" and the
OAS. They were evidently protesting against the
Caamano government's expressed willingness to make
some concessions to the OAS formula for a solution
to the crisis. Caamano himself is reported to have
seemed "very disturbed" over the incident as he spoke
to the demonstrators and dispersed them.

Another indication of deteriorating conditions in
the rebel zone is a report from a team of the Inter-
American Peace Force (IAPF) which was sent on Wednesday
to investigate unprovoked rebel firing on US positions.
During a six hour period the team observed over 400

instances of looting by persons entering and leaving
warehouses located in the rebel zone. The looters
were seen taking television sets, whiskey, clothing,
and electrical equipment. The Embassy comments that
the looting, which has been reported under way for
several days, would seem to provide convincing
proof that the Caamano Government is either unable or
unwilling to maintain law and order in the area under
its control.
The commander, of the US contingent of the IAPF
reports that during the 24 hour period ending at
8:00 pm EDT last night there were five incidents. of
unprovoked attacks on US forces from rebel territory.
Three of the attacks consisted of single rounds of
accurate small arms fire; two were inaccurate. All
came from well protected rebel positions. There were
no casualties and US forces did not return the fire.
Meanwhile, elements in the Imbert government
are becoming more vocal in their criticism of the US
and the OAS for standing in the way of loyalist
forces anxious to move into rebel territory. A
letter signed by Imbert's foreign minister was sent
to the special OAS committee yesterday threatening
to go to the United Nations to request that loyalist
forces be permitted to pass through IAPF lines to
"resolve the current domestic situation." Pamphlets
are reportedly being circulated in Santo Domingo
stressing the need for an early "cleanup" of the
rebel zone and calling for a popular gathering in
the city on Sunday to "demand" such action. Another
leaflet being circulated yesterday declared: "American
military presence in the Dominican Republic is sup-
porting Communism instead of helping democracy."
There was another leaflet, with an anti-semitic
message, signed by the "Dominican Nazist Group." There
has been no recent evidence of such a group being
active in the Dominican Republic, though the hatreds
that have been engendered during the two months of
civil war have been conducive to the development of
all kinds of extremism?
Discussions continue among various Dominican groups
on the OAS formula and on the counterproposals by the
Imbert and Caamano governments. Imbert himself appar-
ently spent part of yesterday traveling to Santiago

and other northern cities, presumably in an
effort to develop support for his argument that
he should remain at the head of a provisional
government until after elections.
