Situation in the Dominican Republic

The loyalist military is intensifying security
precautions throughout the country as indications continue
to mount that the rebels expect within the next several
days to launch militant demonstrations in the interior.

Meanwhile, tomorrow seems to be looming as a day
of rival mass demonstrations by the rebel and loyalist
forces in. their respective sectors of Santo Domingo. The
loyalist "parade of democratic rededication" has been
planned for several days and yesterday the rebels announced
their intention to hold a demonstration in their part of
the city to begin at the same time as their rival's.
Despite the continuing efforts by the rebels to put
up a brave front, there are further indications of de-
teriorating morale in their camp. Ambassador Bunker
reported, after he and his colleagues on the special OAS
committee had a session with the rebel leadership on
Thursday, that the group of top rebel leaders seemed to
be conscious of its weakening position. The rebel leaders
seemed nervous, irritable, and somewhat belligerent. But
they showed no indication of backing down from their
previous positions.

Yesterday afternoon, Ambassador. Bunker received
additional evidence of deterioration in the rebel camp.
During a meeting with several Latin American ambassadors
in Santo Domingo he was told that within the last six
days several of the ambassadors had been receiving
requests for diplomatic asylum from rebels who are ap-
parently members of the Caamano government's militia or
armed forces. The Colombian ambassador told him that he
had also been approached secretly about five days ago by
a Dominican on behalf of a minister in the Caamano govern-
ment seeking standby arrangements for asylum at a moment's
notice. The Colombian ambassador refused to reveal the
name of the Caamano cabinet minister.
Meanwhile, the loyalist radio is publicizing a report
that Major Pablo Cara, who had been with the Caamano camp,
has taken asylum in the Argentine embassy, Another rebel
officer, Colonel Chetaro Meji.a, is reported by the press
to have also taken asylum in the Argentine embassy. A
rebel spokesman is said to have confirmed the report, but
to have added that the colonel in question had "not
worked honestly with us" and that therefore his departure
was welcome.
Balaguer's Reformist Party (PR) continues to
emphasize its position that the solution to the impasse
must lie in early elections, Francisco Augusto Lara,
party vice president, told a US Embassy officer yesterday
that Balaguer's initial. support for the Guzman formula
was based solely on his desire'to keep Imbert from main-
taining power, The Embassy reports that Lara seems
supremely confident that Balaguer would win any election.
There is little new on the subject of the atrocities
which loyalist forces are alleged to have been responsible
for. Rebel. propaganda media continue to make the most of
it in their effort to blacken Imbert's name before the
world, The United Nations Security Council failed to act
on rebel government complaints on the subject yesterday
and adjourned until next Tuesday,
