Situation in the Dominican Republic

With no prospect in sight of any compromise
between the loyalist and rebel positions, the
special OAS committee charged with finding a po-
litical solution has turned to discussions with
Dominican civic and business leaders who favor an
apolitical interim government pending elections.
The OAS committee met with three civic leaders
of Santo Domingo yesterday and found them receptive
and helpful. However, most of the political ideas
discussed came from Ambassador Bunker and other
members of the committee and the group's attitude
reflected the widespread reluctance of capable and
responsible Dominicans to show positive initiative
and a willingness to run some risks,
The OAS committee is scheduled to go to San-
tiago today for further discussions with civic and
business leaders. Hector Garcia Godoy, prominent
member of former President Balaguer's party, hopes
to talk with the OAS committee while it is in San-
tiago. However, he is anxious not to be associated
with the "Santiago group" or any other group and
says he can best serve the country by remaining
neutral and apart from civic or political groups.
Garcia Godoy is well aware that his name has been
mentioned by civic leaders in Santo Domingo and
Santiago as a possible head of an interim apolitical
government.
