Situation in the Dominican Republic

Rebel leader Caamano has, as expected, flatly
rejected the Imbert government's initiative of
Tuesday calling for early elections under the super-
vision of the Organization of American States.
Rejection of the proposal came after a day
during which the rebels appeared to be carefully
ignoring it. The fullest account of Caamano's be-
lated comments to become available as of this writing
was contained in a dispatch last night of the Castro
regime's official propaganda agency, Prensa Latina.
According to this account, Caamano referred to the
proposal as "another Imbert farce," and said that
his government is not prepared to consider or to
discuss it. Caamano remained adamant in his insist-
ence that the 1963 constitution must be restored and
that any election outside the provisions of that con-
stitution would be unacceptable.
Although the Caamano forces could hardly have
been expected to accept a proposal that came 4s a
unilateral initiative from the Imbert camp, there is
some reason to believe that Caamano's flat rejection
may have put his side further on the psychological
defensive. As far as the general public in the Do-
minican Republic is concerned, Imbert's proposal
was notable in that it pledged that "all" leaders of
recognized political parties could take part in the
election and that members of the Imbert government
promised that they would not themselves be candidates.
The neutralization of the National Palace was
carried out effectively yesterday afternoon by members
of the Brazilian contingent to the Inter-American
Peace Force (IAPF). Extension of the demilitarized

zone around the beleaguered building closes the last
remaining area where IAPF troops were not interposed
between the forces of the opposing camps.

There are additional details on Communists work-
ing for various propaganda media in the rebel-controlled
area. A member of the PSPD, Alberto Malagon, for in-
stance, is on the staff of the daily newspaper Patria.
The staff of Patria is said to include many of the ~`
same people wh-6 rmerly worked on an openly pro-Commu- 25X10
nist publication which is now no longer produced.

On the international scene, the Soviet repre-
sentative at the United Nations requested last night
that the UN Security Council schedule another meeting
on the Dominican situation for today. The Soviet
delegate would have the Council discuss the complaints
which the Caamano government has forwarded to the UN
concerning the alleged violations of human rights by
the Imbert government and, specifically, the incident
last Sunday at San Francisco de Macoris. The Nether-
lands representative on the Security Council told US
officials at the UN last night that it would be dif-
ficult to delay a Council meeting if the Soviets in-
sist on it using humanitarian reasons.
