No new political activity of importance has been noted and the military situation has remained unchanged. The rebels have not yet responded to Imbert's initiative of yesterday calling for elections under the auspices of the Organization of American States (OAS). It may be that the rebels are refraining from a public response while waiting for further clarification of the proposal, especially concern- ing the nature of the provisional government that would be set.-up and the question of the 1963 con- stitution. On the other hand, the rebels may have been caught short by Imbert's ploy--which did come quite unexpectedly--and thus are somewhat confused and perhaps divided over just what their response should be. It appears that troops of the Inter-American Peace Force were also involved in the arrest--which has considerably upset Jose Mora, Secretary General of the Organization of American States. General Palmer, whose troops are operating under orders not to turn over Dominicans to the loyalists in the zone, has taken steps to secure Bordas' release. The US Embassy comments that such incidents are prob- ably inevitable since the loyalists have police authority in the zone. Manuel Bordas and his brother Diego are close associates of Juan Bosch; Manuel's detention by loyalist forces in the security zone and the fact that the Inter-American forces were involved in his arrest could easily be used in any new rebel propaganda attacks that might materialize. The agreement which established a buffer zone around the electric power plant has apparently not reduced friction between US and rebel forces in this area of Santo Domingo. The US Embassy reports that an investigation of rebel charges made last night that US forces were firing on them from across the Ozama River led to the conclusion that the charge was another.in a long series of rebel provo- cations in the area.
