Police and military forces appear to be increasing their diligence in manning checkpoints in the province of Puerto Plata. No significant reaction to the naming of the Government of National Reconstruction has been noted, but scattered comments indicate a feeling of relief that the situation appears to be stabilizing in Santo Domingo. Most people in this area believe that on 10 May (Monday) the situation will begin to return to normal. Gasoline supplies are increasing and the goods supply re- mains adequate. 2. The US Embassy reports that Pan American Airlines :j planning to resume commercial flights today to Santo Domingo. Other commercial airlines are also preparing to resume flights today if Pan American successfully paves the way. The Embassy feels that resumption of commercial plane service will help restore public confidence and may reduce pressures for">people wanting to leave the country. A leader of the left wing of the Revolu- tionary Social Christian Party, Defillo, told embassy officers that a difference has arisen with the Communist camp over the issue of coopera- tion with the Organization of American States. The orthodoc Communist party is in favor of giving at least the appearance of cooperation while the more violence-prone Dominican Popular Movement. and the Fourteenth of June Political Group are against any compromises. 5. The statements issued late yesterday by the Caamano government had a decidedly defensive tone. One, a communication to 36 Free World govern- ments, conceded that the "constitutionalist forces" do not have full control of the national territory. It claimed that the reason for this is the "obstruc- tion of the US interventionist forces." The com- munication called the US policy "obviously direct, immediate, and biased" and reiterated Caamano's earlier request for "immediate recognition of the constitutionalist government." Incidentally, the communication was addressed to all Western Hemisphere governients except Cuba, Haiti and the recently in- dependent members of the British Commonwealth in the Caribbean. It was also sent to most Western European countries, to Japan and to Nationalist China. The Caamano government has made no overt plea for diplo- matic or other support from Cuba or other Communist countries. 6. The Caamano regime demanded that all Dominican troops be barred from the International Zone and that A corridor be estab- lished between "constitutionalist troops" which are now divided by "the occupation army."
