1. The rebel-held "Radio Santo Domingo" at 2:03 pm EDT today
reported that the ministry for the presidency invited businessmen
of Santo Domingo and vicinity to open the doors of their establish-
ments.to attend to public needs. The ministry also informed the
businessmen that the "constitutional government" and armed forces
offered them guarantees so that they could carry out their
activities freely.
2. Loyalist "Radio San Isidro" announced at 5:10 pm EDT
today that the Communists were attacking the Guatemalan Embassy
and asks the U.S. authorities to go to the aid of that embassy.
3. The US Embassy reports that although it has not seen any
Communist leaflets or other printed propaganda dated since the up-
rising, there is a four-page ?manifesto" of the Dominican Communist
Party (PSPD) Central Committee datelined 16 March which bears the
image of Lenin and urges the people to take to the streets for, the
return of former president Bosch. The US Ambassador comments that
the general tenor of the "mainfesto" shows that the Communists
clearly saw the return of Bosch as only one stage in their program
to take power.
4. A US press service says that the Soviet Union charged today
in the UN that the Organization of American States (OAS) had
challenged the authority of the UN Security Council by approving
an Inter-American Peace Force for the Dominican Republic. F( ;dorenko,
the Soviet UN delegate, called the OAS action illegal and declared
that "no behind-the-scenes machinations, no labels will help you
transform the American interventionists into inter-American or
regional soldiers."

5. Ambassador Harriman reported from Montevideo this after-
noon that he and US charge d'affaires Briggs had met earlier in the
day for an hour and a half with Uruguayan National Council of
Government President Washington Beltran in a frank discussion.
Beltran reiterated comments made earlier by other Uruguayan
officials to the effect that unilateral intervention was a very
dangerous precedent for little countries like Uruguay. He said
that his country does support multilateral action when it proves
necessary, and Uruguay's representative on the UN Security Council
has been instructed to support the Organization of American States
initiative in handling the situation. Uruguay insists just as
strongly, however, that the Security Council has the right to
deal with the situation if need be. Beltran also told Harriman
he could tell President Johnson that he sympathized with the US
President's position and would do all he could to keep action on
the Dominican situation in the hands of the Organization of Ameri-
can States. He also agreed that the organization should think
about broadening its provisions so as to enable it to deal with
similar subversive situations in the future on a multilateral
basis.
LATE ITEM
A helicopter from the USS Okinawa was hit by machinegun fire
in Santo Domingo at 12:45 pm EDT today according to Admiral
Masterson's headquarters. The helicopter landed safely with the
wounded co-pilot.
