INTELLIGENCE MEMORANDUM
Situation in the Dominican Republic
ere was a re fight in the waterfront area about
1:30 pm EDT today and that a reporter of a French news a ncy was
seriously wounded and perhaps dead. a group
of civilian rebels for some reason started firing and US Marines
returned the fire; one marine may also be dead.
2. Further information on an incident between U.S. Marines
and rebel forces indicates that at approximately 10:15 am EDT
today a vehicle with six newly arrived Marines lost its way while
traveling along the line of communications and ended up near
Parque Independencia where it came under rebel fire. Two Marines
were killed, two wounded, and two taken prisoners. The National
Broadcasting Company may have a film of the incident. Collier of
the Herald Tribune was interviewing rebel leaders when the captured
Marines were brought in.
Ambassador Bennett reported that this was a genuine mis-
take on the part of the Marines as American troops are under
strict orders not to fire except in self-defense and not to leave
the International Safety Zone or line of communications except in
order to suppress sniper fire. Ambassador Bennett has asked
General Palmer, who is also distressed over the incident, to take
immediate action to station military police along the line of
communications to prevent a repetition of this morning's incident.
