A member of the Organization of American States (OAS) secretariat has informed the US ambas- sador that at yesterday's meeting between the OAS peace commission and Colonel Caamano concerning the signing of the "Act of Santo Domingo," Andres Riviere, a French member of Caamano's staff, played a prominent "coaching" role. Riviere's name has consistently appeared among those who are advising 2. US Ambassador Bennett reported that as of last night efforts to form a viable loyalist govern- ment have not yet borne fruit, Bennett's efforts to form a government that would be representative of the nation's major political parties have been stymied by the unwillingness of the PRD to accept Antonio Imbert on the junta or volunteer their own services. Antonio Martinez Francisco, the secretary general of the Dominican Revolutionary Party (PRD), indicated that Bosch's approval would be necessary before the PRD could participate and that the PRD would probably insist on the condition that Bosch could run in the next election. In view of the urgency of forming a government Ambassador Bennett has now returned to his earlier efforts to form an essentially non-political junta. 3. A Panamanian television station reported at 1:50 pm EDT yesterday that General Wessin would be "tried publicly by a people's court under the charge of /being7 a traitor to his country."
