According to the Papal Nuncio, who is now with the US Ambassador, a cease-i'ire has been arranged. The details are not known, but it is understood that phrase "regardless of ideology" is included. One of the members of the group with the Ambassador has placed a call to tell the rebels to quit distributing the arms in the Fortaleza Ozama. 2. US Country Team has doubts whether the'forces of the loyalist junta currently has the capability to re-establish order without active US aid. Country Team also has doubts as to whether military commanders really have the determination to see the matter through. Even if they had, there is good reason to doubt whether their forces, in their present state of demoralization, would be able to accomplish the missions assigned to them. 4. Plans now seem to be firming up in Argentina, Urugray, Guatemala, Venezuela and perhaps in Panama for May Day protest demonstrations that will 'take an ugly State Dept. review anti U.S. turn, particularly in view of the Dominican situation. In Bolivia indications point to demonstrations completed with the strong probability of an attack on the U.S. embassy in La Paz. In Santiago, Chile about 200 youths protested the U.S. troop landings today by throwing rocks at the U.S. consulate and more demonstrations appear likely tommorrow. Approved F 25X1 25X1 25X1
