presidents Frei of Chile and Illia of Argentina,
President Leoni criticized the US landing of troops
as a "violation of the treaties of the OAS." Frei,
according to the press, replied that he agreed
completely, but Argentine Foreign Minister Zavala
reasoned that "perhaps the US had reason on this
occasion" to intervene.
