1. The PiIS Committee has tou~i it necessary to modify the planned
features of the MS Anneals, ss set fiorrth in paragraph 3 of reference memo,
is view of the severely litnitad MIS production capabilities esfsting at this
time. instead of issuing Annuals an all published Chapters I on a yearly
basis, it is navr plaaxied to review aaxtually all published Chapters I and to
issue, in accflrdance with agencies' capabilities, NIS Ax-nuals on a yearly
beater for those Chapters I is which xaajor changes have occurred, for which

Annual program will Aot replace the E3Cl Handbooks is their "primary
emphasis on material of a changing nature. such as cab~at composition,
economic statistics, etc." ]EsIowever, the present NISI A~ual program
will be adequate to reflect all frindarnental changes 3a eo~mtries for which
Chapters I are published.
