SUBJECT: Suggested Series of Staff Memoranda on Implications of Cease-Fire
1. There is sufficient evidence now available to indicate
that the Communists may seriously intend to pursue a cease-
fire. It would appear, therefore, that an evaluation of the
factors leading the Communists to make such a shift in policy
and an assessment of the implications and significance of such
a shift in terms of Communist intentions and capabilities should
be undertaken in 0/NE on a high priority basis. It is con-
ceivable, moreover, that we might have to re-examine all esti-
mates dealing directly or indirectly with the Korean war. In
the Far East, for example, we should review the prospects for
increased Communist pressures throughout Southeast Asia, Hong
Kong and Macao.
2. Rather than wait to see whether a cease-fire will be
effected, and, if it should, be confronted overnight with a
myriad of new questions, it would appear desirable for the
Staff immediately to give serious thought to the problems indi-
cated above with a view to the preparation of a series of Staff
memoranda.
