Self-initiated STATEMENT OF PROBLEM ' TARGET DATE The list of areas of the USSR closed to travel by foreigners 30 October 1966 was revised in July. GDS wrote a brief article for the OCI Weekly (PN 64.2296). and in cooperation with CD/S prepared a map ANALYST/BRANCH of the new closed areas which has been printed and distributed. GD/825X1 In our-contacts with OCI, State Department and DIA on this subject, it became clear that there was interest in, and need for, a more EST. ANALYST MANHOURS detailed study on this subject. 80 We propose to -write a report of 10-15 pages length, briefly covering the background of closed areas and travel restrictions in the USSR, explaining the differences between de facto and de jure restrictions on travel, and describing in more detail the new situation, particularly as it affects attache travel.
