REFERENCE ONE memorandum dated 16 April 1955 transmitting
terms of reference for NlE!s 63.1/63.2/63.3-55
1, On 14 April the IAC agreed on terns of reference for
estimates on North Vietnam, Cambodia, and Laos. The representa-
tives concluded that the situation in South Vietnam was such as
to make inadvisable the preparation of an estimate on that area.
2. Since the 14 April meeting, the policy planners have
agreed not to request an estimate on South Vietnam at this time.
3. The NIE on South Vietnam is therefore cancelled.
