Memorandum of Conversation with State Department, 19 July 1951 (TS 61213). b. Memorandum, C & D Branch, OPC, 26 October 1951. 1. OPC considers that Guatemala constitutes the most imme- diate problem for OPC activity in the area of responsibility of the Western Hemisphere Division--a position the State Department has confirmed in the first memorandum of reference. Inasmuch as the situation in Guatemala is complex and requires the greatest discre- tion in any covert moves to be made by the United States Govern- ment, it appears appropriate to call upon the full intelligence facili- ties of the Government in the preparation of plans for future action. 2. The Office of National Estimates, therefore, is respectfully requested to authorize and direct a complete study of the present Guatemalan situation in its implications and possibilities regarding United States security interests in the Western Hemisphere, and to transmit it to WHD/OPC by 1 March 1952.
