Capabilities Following Withdrawal of
occupation Forces
1. Backgrouanda HIE-2l/1 originated in a request from
the Offic"e"ecretary of Defense for intelligence on
AuztriaAs security capabilities in the event of four-power
troop withdrawals A Board estimate was forwarded to the
Secretary on 12 November o The Board recommended an the
:SAO agreed that the Board estimate should be coordinated
and issued as RIE-21A. Meetings were held with the IAC
representatives on 13 and 18 November. The estimate was
approved by the lAC on 1 December,,

capabilities and on probable Austrian Government intentions

available through State Department channels, and perhaps also
through service channelso Hence, we do not believe that IAC
sponsorship of a special collection effort is required.
